In electronic form, all procedures and approvals for building permits. The goal of the e-adeies system is to pave the way for completing the Unified Digital Card so that any license can be issued under the responsibility of the engineer.
The absolutely successful operation and benefits for the economy, growth and investment are confirmed by official reports for a year and a half of the operation of the electronic building permit system through the electronic document system, which is published by the Technical Chamber of Greece (TPG).
The electronic issuance of building permits is one of the main reforms supported by the Greek Technical Chamber, and already within a year and a half of its implementation, it has significantly helped to reduce the time for issuing permits and reduce costs.
The e-adeies system, which is constantly evolving and expanding, includes new services and processes as a symbolic digital reform implemented and operated by TPG with the active and responsible participation of qualified Greek engineers, makes a decisive contribution to the modernization of the work of engineers, the reliability and transparency of licensing of technical projects and investments, as well as the digital transition of the state. At the same time, it is paving the way for the next major reform, the Single Digital Map, which is an initiative of TPG and President Yorgos Stasinos, which has already been adopted and institutionalized by the government to begin its implementation and implementation in a relatively short time.
The World Bank’s Doing Business report documents the contribution of e-adeies to accelerating processes and improving the business environment, and in the current period, the TPG has sent data back to an international body to assess the progress of this reform.
The TPG sent the reported data on the use of the electronic version of building permits through the electronic document system in the context of their established cooperation in RIS at the request of the General Secretariat for Spatial Planning and Urban Environment.
TPG President George Stasinos said:
“Since October 2018, we have launched a major reform that is already too late: the electronic issuance of building permits. Engineers submit building permits files electronically, and services check and process requests electronically, licenses are issued electronically and with complete transparency at every stage of the process. All contributors now know where each case is, and each stage of a license has been mapped and tracked. Some see this reform as a precautionary measure, but now I think everyone sees it as effective.
Key elements and findings
The main statistics of the e-adeies electronic system show that:
Almost 100 thousand building permits (99,611) have already been processed through the TPG information system, while if we take into account the other procedures for approval, revision, etc., which are similar to the permits, this number will be almost 130 thousand (129 390 ).
The issuance of building permits, which are carried out through a system of electronic documents, has been significantly reduced, and in the vast majority of cases it is currently spent from 0-10 days or from 10 to 30 days, when the previous regime required the issuance of a building permit, only in the procedures with the participation of Construction Services, from 2 to 8 months, while for licensing a total of 5 to 30 months.
A few days ago, using an electronic document system, an electronic file submission was generated for architectural tips for each area, and in less than a month of operation 583 files were sent for verification.
In addition, the issuance of building permits for mobile telephone antennas has been initiated through the e-adeies electronic system under a new law supported by TPG and promoted by the Ministry of Digital Government in cooperation with the Ministry of Environment and Energy, where it was issued in the early days of its operation 21 such permission.
